    If you have the plug-in for PSP called eye candy it is an effect called drip.

    I just looked at her image again and her drip is animated. So she makes three or so different images with the drips in different places then puts the three images into an animation program, I think she uses Jasc Animation, to make the dripping effect. Here is the photo program we use:
