These are some of Bob's favorite free photo editors.

I hope you like them, there should be something there that is useful.
Basic Editors:

LightBox Image Editor 2.0
Pros: Very attractive, simple and straight-forward to use.
Cons: Free version has a few of the Plus version options grayed out.

Pros: Very easy to use with some very nice professional quality makeup tools

Mid-Level Editors:

PhotoFiltre 6.4.0
Pros: Has a lot of options for a really small program. It is a good place to start learning Image Editors.
Cons: No layer support, and some adjustments are a little to basic.

Pros: Well designed software with lots of options and tools similar to those found professional softwares.

Advanced Editors:

GIMP 2.6.8
Pros: Has lots of advanced features and can do almost everything the Photoshop can do.
Cons: Has a steep learning curve, but is not to bad for experienced users. Has an unusual windowed type interface.

GimPhoto 1.4.3
Pros: Interface appears more like Photoshop than GIMP.
Cons: Installation procedure is a bit complicated. Follow directions on download site.

GIMPshop 2.2.8
Pros: Photoshop like interface will make learning and following Photoshop tutorials easier than GIMP.
Cons: Does not work on Windows Vista. Has not been updated for quite awhile and is based on older GIMP version.

In A Class By Itself:

Photoscape 3.4
Pros: Very robust suite type program that can be fun to use. Includes everything from enhancing your photos and adding shapes and clip-art, to creating collages and printing.
Cons: Lacks a few of the usual retouching tools, and has a slightly unusual menu system and user interface.
